The sources said the plan is a compromise between the establishment of an independent Palestinian state in the near or distant future and the implementation of the Oslo agreement. The Oslo agreement does not satisfy the Palestinian people's aspirations for a totally viable independent entity. The plan, which will be announced soon, will offer the Palestinians a kind of independent entity that is more than autonomy but less than an independent state. This entity will not be under Israel's sovereignty, but will have federal links with Jordan and be under the Jordanian Crown. The Government of the United Kingdom of Jordan will be headed by a Palestinian. After this first step, a confederation between the United Kingdom of Jordan and Israel will be announced. Jerusalem will have a special status as a capital of the two states, and it will be open to the three divine religions.
